Position Overview

Safety First Group of Companies is seeking an experienced, field-oriented **Lead Discipline -- Safety** professional for the REX/AECI Interconnect Project in Turney, Missouri.

The selected professional will lead field safety activities during pipeline construction, equipment installation, system turnover, pre-commissioning, commissioning, and startup readiness. This individual must maintain a strong field presence and work effectively with project management, contractors, supervisors, craft employees, inspectors, operations representatives, and commissioning personnel.

The ideal candidate will have direct safety experience involving pipeline or midstream construction and project commissioning. Experience with **Energy-Based Safety (EBS)** programs, the **Energy Wheel** , or **High-Energy Control Assessments (HECA)** is preferred but not required.
Project Scope

The work includes the installation and commissioning of:

* Approximately 385 feet of 8-inch lateral pipeline
* Filter separator
* Pipeline launcher and receiver
* Condensate tank
* Meter skid
* Electronic Flow Measurement (EFM) building
* Associated piping and mechanical systems
* Civil and structural foundations and supports
* Electrical and instrumentation systems

The project requires coordination among civil, structural, mechanical, piping, electrical, instrumentation, inspection, operations, and commissioning disciplines.
Primary Responsibilities

* Serve as the lead field safety resource for the project.
* Provide visible safety leadership throughout construction, testing, system turnover, pre-commissioning, and commissioning.
* Participate in daily planning meetings, toolbox talks, pre-job safety meetings, coordination meetings, and contractor safety meetings.
* Review Job Safety Analyses, Job Hazard Analyses, permits, lift plans, excavation plans, energy-isolation plans, pressure-testing plans, commissioning procedures, and related safety documentation.
* Verify that each work plan identifies the work steps, hazards, energy sources, required controls, responsible personnel, and emergency considerations.
* Conduct regular field inspections, safety observations, leadership engagements, and control-verification activities.
* Document deficiencies, communicate findings, recommend corrective actions, and verify timely closure.
* Exercise and reinforce Stop Work Authority when an uncontrolled condition, unexpected energy source, material change, or imminent-danger condition is identified.
* Coordinate safety expectations across civil, structural, mechanical, electrical, instrumentation, inspection, operations, and commissioning teams.
* Help manage simultaneous operations and interfaces between construction, testing, commissioning, and operations.
* Establish and verify safe boundaries around systems undergoing testing, pressurization, purging, energization, functional checks, or commissioning.
* Verify that affected personnel are notified before equipment or systems enter a new energy state.
* Support safe construction-to-commissioning turnover and pre-startup safety reviews.
* Monitor compliance with OSHA requirements, client standards, project procedures, and accepted safe-work practices.
* Support contractor orientation and verification of required training and qualifications.
* Participate in incident, near-miss, and high-potential event investigations, including identification of energy sources, control failures, contributing conditions, and corrective actions.
* Maintain accurate safety records, inspection reports, corrective-action logs, meeting records, and daily or weekly summaries.
* Provide project leadership with concise reports concerning significant exposures, recurring issues, critical-control status, and emerging risks.

Energy-Based Safety and HECA

Energy-Based Safety focuses on recognizing the physical energy sources capable of causing serious injuries and fatalities. These may include gravity, motion, mechanical energy, electricity, pressure, temperature, chemicals, and stored energy.

The Energy Wheel can be used during planning and field observations to help work teams identify energy sources that might otherwise be overlooked.

**HECA** means **High-Energy Control Assessment** . HECA was developed through research by the **Construction Safety Research Alliance (CSRA)** , a partnership with the University of Colorado Boulder. A HECA evaluates whether each identified high-energy hazard has a corresponding **Direct Control**.

A Direct Control should effectively mitigate the high-energy hazard, be properly installed and verified, and protect workers even when an unintentional human error occurs.

The selected candidate may incorporate these principles into pre-job planning, field observations, leadership engagements, contractor evaluations, commissioning-readiness reviews, and safety reporting. Previous EBS or HECA experience is preferred, but qualified candidates with strong pipeline, industrial construction, or commissioning safety experience will be considered.
Anticipated High-Risk Activities

The candidate should be comfortable providing safety oversight for:

* Excavation, trenching, underground utilities, pipeline installation, welding, and tie-ins
* Heavy equipment, mobile equipment, cranes, rigging, and suspended loads
* Equipment setting, structural installation, hot work, and fire prevention
* Line breaking, flange work, lockout/tagout, and hazardous-energy isolation
* Electrical installation, system energization, instrumentation, and loop checks
* Hydrostatic or pneumatic testing, pressurized systems, and stored energy
* Purging, inerting, venting, or product introduction, as applicable
* Elevated work, fall protection, and confined-space work, if required
* Simultaneous operations, system turnover, functional testing, and startup readiness

Required Qualifications

* Field safety experience in pipeline construction, midstream facilities, oil and gas construction, industrial construction, or a comparable high-hazard environment.
* Experience with piping, mechanical equipment, civil/structural work, electrical systems, instrumentation, commissioning, or system turnover.
* Working knowledge of OSHA construction and general-industry requirements.
* Practical knowledge of excavation safety, lifting and rigging, hot work, hazardous-energy isolation, electrical safety, pressure testing, line breaking, and permit-to-work systems.
* Ability to identify high-energy hazards and verify that appropriate controls are properly implemented.
* Strong leadership, field communication, coaching, documentation, and corrective-action follow-through.
* Ability to work independently while coordinating with multiple contractors and project disciplines.
* Ability to satisfy applicable client onboarding, background, drug-testing, training, and site-access requirements.
* Availability for the full assignment and the scheduled six 10-hour workdays per week.

Preferred Qualifications

* Pipeline construction and commissioning experience
* Pipeline interconnect, meter-station, midstream, or natural gas facility experience
* Energy-Based Safety, Energy Wheel, HECA, or serious injury and fatality prevention experience
* OSHA 30-Hour Construction or General Industry training
* Current First Aid, CPR, and AED certification
* CHST, OHST, CSP, or comparable safety credential
* SafeLandUSA, PEC, H2S, or other applicable industry training
* Pre-startup safety review and simultaneous-operations experience

Work Environment

This is a field-based assignment. The selected candidate must be able to work outdoors in varying weather, navigate active construction areas and uneven terrain, wear required PPE, work near heavy equipment and industrial systems, and remain available through December 1, 2026.
